1.0 Introduction
The IGAD Climate Prediction and Applications Centre (ICPAC) is a specialized Institution of the Inter-Governmental Authority on Development (IGAD). The mission of ICPAC is to provide climate information, prediction and timely early warning for applications in support of environmental management, disaster risk reduction and sustainable development in the Horn of Africa. ICPAC plays a central role in addressing the objectives and goals of IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI) mainly in respect to Multi-hazard early warning (MH-EW) and Disaster risk Management (DRM). ICPAC extend its services to 4 main sectors and fulfil the recommendations of the World Meteorological Organization’s Global Framework for Climate Services (GFCS): Water, Agriculture, Health and DRM.
ICPAC is implementing with the support of UNDP the project “Strengthening the Capacity of IGAD in Building resilience in the Horn of Africa”. The project is focused on the achievement of four key outputs: Strengthened capacity of IGAD to plan, implement and coordinate the drought Emergency activities; Make Available Drought Resilience and Disaster Risk Management related knowledge products, policies and systems; Development and Implementation of IGAD’s Resource mobilization and Partnership strategy to strengthen the Drought Resilience in the Region; Strengthened National Coordination Mechanisms of Member states for Drought Resilience.
In its effort to improve IGAD and National/Member States’ Human Resource Capacity for Building Drought Resilience, Conflict Prevention, and DRM, especially in exploiting Information Technology and Data Management tools to address challenges associated with climate risks, ICPAC wishes to engage a Computer Services and Data Management Expert within the framework of this project.
2.0 Overall Purpose
Provide Computer and Data Management expert services to ICPAC, the UNDP project as well as supporting related needs of IGAD and other specialized institutions programmes in support of Building Disaster Resilience capacity in the Horn of Africa.
3.0 Core Duties and Responsibilities
• Coordinate all ICPAC computer and data management activities.
• Support computer programming, data management and computer application needs of ICPAC and users.
• Provide technical assistance in the redesigning ICPAC Web Portal integrating websites from ICPAC, ICPALD, IGAD, and specialized Institutions, and relevant government agencies dealing with drought resilience, DRM, and climate risk management
• Contribute to the development of an IGAD Digital Library linked to the IGAD Web Portal
• Enhancement of the Digital Library with the inclusion of catalogued knowledge and communication products, published research and studies, good practices and lesson learned
• Contribute to the development of an ICT-based Development Assistance Database with geocoding linked with the IGAD Resilience Investment Portal
• Contribute to the development of an ICT-based learning platform for the IGAD Secretariat and its Member States
• Contribute to the development of interactive database (with geo-coding and linked with databases from OCHA, FEWSNET, etc. and knowledge management products produced) for the IGAD Secretariat and its MS
• Development and adoption of ICT-based systems and applications (management and executive information system) for IGAD workplanning, workflow management, monitoring and evaluation and other business processes
• Coordinate the implementation of Monitoring and Evaluation application system including Web based roasters.
• Operate and maintain the internet and web based server to ensure 24 hours none interruption of ICPAC services.
• Coordinate acquisition of new computer technology, regular improvements or upgrades and also customize software programs for internal needs.
• Maintain communication transactions records.
• Review technical manuals, and provide technical support to ICPAC staff and users.
• Constantly review the computer requirements and needs for timely expansion and upgrading ICPAC computer network systems.
• Support computer and data management capacity building activities of ICPAC and NMHSs (National Meteorological and Hydrological Services).
• Prepare periodic progress reports and annual reports as required by ICPAC.
• Assist in the development and maintenance of software modules for standard applications.
• And any other related duties as may be assigned by the Director of ICPAC.
4.0 Minimum Qualifications and Experience
• A Masters degree in Computer Science, database management, Information Technology or its equivalent qualifications
• Three (3) years of working experience in an operational institution, especially handling large number of users providing application services to external users/clients.
• Good knowledge scripting Java, C/C++, VBA, Matlab, and data management software SQL, Sybase, MySQL, Exploitation system, Unix and Linux, other compiled computer languages etc are necessary.
• Good knowledge of Geographic Information System and Remote Sensing applications.
• Knowledge of on-going and planned regional efforts in Data management.
• Experience of working in East African context.
• Evidence of ability to coordinate and support partner institutions including operational meteorological and hydrological services, universities and user communities.
5.0 Key Skills and Competencies
• Good knowledge of the computer programming and networking protocols, website design and management, GIS software
• Ability to communicate effectively orally and in writing
• Ability to prepare written reports in a clear, concise and meaningful manner
• Ability to work with minimum supervision
• Ability to work in a multi-cultural environment.
• Fluency in English
• Knowledge of French is an advantage
