1.0 Introduction
The IGAD Climate Prediction and Applications Centre (ICPAC) is a specialized Institution of the Inter-Governmental Authority on Development (IGAD). The mission of ICPAC is to provide climate information, prediction and timely early warning for applications in support of environmental management, disaster risk reduction and sustainable development in the Horn of Africa. ICPAC plays a central role in addressing the objectives and goals of IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI) mainly in respect to Multi-hazard early warning (MH-EW) and Disaster risk Management (DRM). ICPAC extend its services to 4 main sectors and fulfil the recommendations of the World Meteorological Organization’s Global Framework for Climate Services (GFCS): Water, Agriculture, Health and DRM.
ICPAC is implementing with the support of UNDP the project “Strengthening the Capacity of IGAD in Building resilience in the Horn of Africa”. The project is focused on the achievement of four key outputs: Strengthened capacity of IGAD to plan, implement and coordinate the drought Emergency activities; Make Available Drought Resilience and Disaster Risk Management related knowledge products, policies and systems; Development and Implementation of IGAD’s Resource mobilization and Partnership strategy to strengthen the Drought Resilience in the Region; Strengthened National Coordination Mechanisms of Member states for Drought Resilience.
In its effort to improve IGAD and National/Member States’ Human Resource Capacity for Building Drought Resilience, Conflict Prevention, and DRM, especially in exploiting Information Technology to address challenges associated with climate risks, ICPAC wishes to engage an Information and Communication technology Associate within the framework of this project.
2.0 Overall Purpose
The main responsibility of the ICT Associate is to ensure efficient on-going user support is provided to users at all times. He/she will assist the Computer Services and Data management Officer to support the implementation of ICPAC activities. He/she will work with ICPAC and UNDP project team under the overall supervision of ICPAC Director.
3.0 Core Duties and Responsibilities
• Carry out help desk functions by providing first line support services to IT users.
• Troubleshoot and diagnose system errors and implement solutions or liaise with in-house specialists for problem resolution.
• Ensure that new users receive adequate instructions on correct usage of equipment and peripherals.
• Configure newly acquired hardware and make it available to users; ensure that system and software updates are made on a continuous basis.
• Schedule and implement preventative hardware maintenance activities and undertake/co-ordinate repairs in response to hardware failures.
• Liaise with training providers and service providers (where relevant) to ensure that training services are provided when required.
• Maintain and ensure security of ICPAC computer systems.
• System upgrades (memory, anti-virus etc).
• Constantly review the computer requirements and needs for timely expansion and upgrading ICPAC computer network systems.
• Assist in the operation of the Digital Library
• Assist the implementation of Monitoring and Evaluation application system including Web based roasters
• Carry out basic training on relevant IT systems to ensure the efficient execution of tasks.
• Any other duties as may be assigned by the Director of ICPAC.
4.0 Minimum Qualifications and Experience
• A Diploma in IT, or computer science or its equivalent
• Two (2) years of working experience in an operational institution handling a large number of users and providing application services to external users/clients
• Good knowledge of GIS
• Experience of working in Regional organization or programme in East African context
