SCOPA TO CALL MINISTER OF SOCIAL DEVELOPMENT TO ACCOUNT ON CASH PAYMASTER SERVICES (CPS) CONTRACT

The Standing Committee on Public Accounts (Scopa) wants the Minister of Social Department, Ms Bathabile Dlamini, to appear before the Committee as soon as possible to give clarity on issues related to the Cash Paymaster Services (CPS) contract. It is imperative that the Minister appears before the Committee to respond particularly to issues related to this matter as it is of grave concern to the national situation of our people.

The Committee is unhappy with the manner in which the South African Social Security Agency (Sassa) has handled this matter that affects millions of South Africans. This matter has been handled in a manner that is unfair to South Africans and the lack of accountability to Scopa today is unfair to Parliament and to the public.

What is also of concern to Scopa is the matter of the unavailability of the Chief Executive Officer of Sassa to this meeting at a time like this. The Committee is also not impressed with how the Department has sent an Acting CEO that was only appointed this morning who was unable to respond to any of the questions members of the Committee asked. The Committee is of the view that Sassa has created a situation of panic in society through the mishandling of the social security grants system. Scopa believes that this CPS situation is a ruse that is punted to South Africans to make the country believe that it is in an emergency situation, whereas Sassa had more than enough time to plan sufficiently.

Scopa will look at its programme and find a suitable time to request Minister Bathabile Dlamini to appear before the Committee.
